The limited units are:

Almost all leveled units have at least one skill at m3, if not multiple skills at m3. If you're a new player, Chen alter is the strongest character in the game. Nearl alter + Surtr can be dropped on almost any boss to 1tko them. The next OP units are Mlynar and Texas alter and including gold certs, I have the resources to almost guarantee both.
