You can do some things about this if you have some information on the account. All of these include calling Billing & Account Services (Blizzard):
1. Provide your Secret Question & Answer to the Billing representative on the phone, and request that your Phone Number and/or e-mail on the account needs to be changed, that is if it needs to be changed of course. This can also be used to reset your password.
2. Provide the last 4 digits on the Game Card / Credit Card currently registered to the account you lost. This usually also gets you where you need to be.
3. If you don't have either of those, you can use your CD-key, which is on the Disc 1 sleeve of your World of Warcraft: The Burning Crusade installation disc. This also gets you where you need to be.
