Account to Account transfer question

Hey, ok heres my situation, I have a friend who isn't the OO of his account (but his IRL friend is) and hes got an extra 70 on that account he is going to give me free, I just have to get a blank account with the same last name, and xferr it onto that acc.
I got told that my account might get locked if I do this, the CC used to use the transfer would be my CC (not the OO's)
What can I do to prevent my account from getting banned or locked?
I havn't done the xferr yet, though. And I also havn't made the blank account yet.

EDIT: I just read a topic, and it says "Now if you aren't buying the account from someone who knows/is the original owner, then you are not 100% safe" quoted from Boneshaman, so does that mean I am 100% safe since my friend knows the OO IRL?

Well...You arent buying the account, so what do you have to lose? He cant scam you if your not giving him anything in return...

Well, I am buying the new account that I am using to transfer the character on, I am spending about $120 on the account, and I don't want it to get locked ($120 is for the timecard/account/transfer). I am not worried about being scammed because he wont scam me, I just don't want the account to get locked.

Again, does anybody know if I am safe or not? Like I said, my friend who is giving me the char knows the OO IRL, so does that make us safe? He knows all his account info.
