I am the original owner of the account I sold above.

I offered to assist with reclaiming the steam account if it was hacked. Also offered a refund if hack was proven.

Update: OP filed a chargeback with paypal for $275 and left me negative feedback.

You can see from the screenshots that I logged onto the account relinked it to my email and have made a purchase. It shows the same Steam ID as the one the seller has provided. This morning I was no longer able to log in and the account was linked to another email. He claims that its not reclaimed and thats its probably hacked. What a coincidence that it gets hacked after 4 days of him selling. Regardless it indicates he doesnt intend to give the account back.
 
I do not have the account anymore. I am claiming he reclaimed it. He is claiming he did not and instead it is hacked.

Picture 1 shows the support ticket I made to steam support. You can see they replied that the original owner reclaimed the account. Picture 2 you can see the PayPal invoice that is tied to the request. You can see from an earlier staff only screenshot that the stuu87 is the username for the account he sent as delivery. The first email used was entered from his paypal email. He is lieing that he did not reclaim the account.

Instead of making assumptions and immediately filing a chargeback, putting scam accusation, and leaving a negative feedback, I could have just gave you whatever info needed from steam to reclaim the account. I did mention this to you already.

Great I can do that.
They are convinced I am the one who already has the account. They filed a chargeback with paypal and left negative review instantly even when i tried communicating with them first to do the reclaim process first as you mentioned. I don't want to deal with a person like this who will likely just keep the chargeback even after they regain access to the account. Because of this I rather just keep the account once the reclaim process finishes and sell account to someone else and give whoisids a full refund. Is this an option?

When this is resolved is there a way to get the negative feedback removed?
 
As you are the original owner you must help recover the account.
He is the original owner but I have already made a support ticket for reclaim. Steam support has stated that they will not release the account as it be reclaimed by the original owner which he says he is. Therefore he's clearly just wasting time. If he really wants to cooperate he can provide info on his phone number used and all his purchase history on the account, screenshotted from his first purchase. Since I already made purchases on the account, you can see in the screenshot, and I made the claim on steam with those purchase invoices. I have explained to you in DM that I have rescinded my paypal dispute. I don't expect to get the account back or get a refund from this scammer. But he is still actively trading on the forum.

I already showed the staff evidence I'm not going to show my bank info to you. Paypal will update in a day or 2. Instead of just stalling you can provide all the info needed to open ANOTHER reclaim ticket, so we can get the same answer.
 
@EpicNPC CM This is now 2 days no response on providing info. Also, I had already made a support ticket to support reclaim and they indicated that someone else has made a stronger reclaim ticket.

I recovered the account as of this morning as per request of EpicNPC CM.

I will choose to keep the account for the reasoning I stated above. I am unable to refund while the case is being disputed on paypal.
 
My bank has already closed the dispute and I cannot manually close the dispute on PayPal. Because he has responded to the case, it has been moved to the investigation stage. How is this ok that he reclaimed the account and simply lies about it being hacked. He can't provide any evidence that his so-called "reclaim" was after this scam accusation was made and instead reclaims the account by himself after getting called out? Not to mention while I had his account I topped up steam balance him. At the very least his negative review should not be removed.
