It's a shell, no the characters are no longer on the account.

Title sums it up, shell account the characters are no longer on the account, the bnet has been active since 2010 and it's in a name of my choosing. Two locked accounts and it's been sitting for a very long time, not asking for much as I don't play WoW anymore.
