Below you will find step-by-step instructions for both Android and IOS devices on how to transfer a Clash of Clans account after you sell it to the buyer.
Iphone/Ipad

1) Seller needs to link the CoC account to GameCenter
2) Buyer will need the AppleID from the seller and has to create a new GameCenter account on his iphone/ipad
-- Once a new GameCenter account is create by the buyer, it will ask the buyer to link to the CoC account
Android

1) Buyer needs to create a new Google+ account
2) Seller then links CoC to the new Google+ account
3) Buyer can then log into the same Google+ account on their phone and restore CoC
* Seller should also provide the buyer the security question/answer if one is setup on the account.
If the seller already linked CoC to a personal Google+ account, then it becomes difficult because the original owner will always have access to the Google+ account. For the buyer to have full security, they would need the G+ account also. However I'm not familiar enough with the process to know if a CoC can be unlinked from a Google+ account. If it can then there should be no problems since the seller can always create a new Google+ account and just give you the G+ account to secure it.
It's best to use a new Google+ account and not your personal account, this way if you want to resell the account in the future, you can just give the buyer the G+ account to make the transfer faster.
