A bit of math:

Dust is enough to craft 35 legendaries of your choise (57000 / 1600).

Gold is enough to buy 160 packs, which are at least 4 guaranteed legendaries and 16 guaranteed epics.
Considering that a pack is at least 40 dust. it's another 6400 dust, which is enough to craft at least 6 legendaries more.

So, in summary, you'll get dust for at least 41 legendaries and at least 4 more of them from opening packs
