If you have been playing League for a while, I believe you may have at some point seen a player who had a sort of funny game-related in-game name like this and the player was so good it left a sort of impression on you? A sort of dream of how it would feel to do something like that! Either way, I sure have in many opportunities! It has been awesome each one of them, and maybe one of you relates!
Truth is for currently unknown reasons I love it when I encounter a player with a summoner/in-game name that is cleverly creative in any way, be it funny or sort of specialized for a certain favorite champion or many more! I love love love it when it happens and I love it even more when I see in higher skill videos players sporting champion-specialized creative in-game names and rocking it!
What this service is about is getting you a fresh new account with the creative in-game name of your choice, being the level of your choice and in cases such as champion-specialized names, rest assured the champion specified is to be unlocked in the account before it gets to your e-hands!
Some actual-player examples of the representation of this idea in a variety of ways can be seen below:

I would say you probably have at some point in your LoL experience seen minimum one player sporting a "Best [Something] NA" in-game name, or variants related to that idea, here are some I've found sporting these names and rocking it!
Best Cho LoL - Platinum I NA player, Cho'Gath main!
or in this variant DravenLord - Diamond II NA player, Draven main!
Here is a funny variant of that idea:
Best Pony HK - Diamond II NA player, Hecarim main! :3
There are also ideas similar to those with even more aggressiveness toward expressing their favorite champs, you may have also seen these, i.e "Only [Whicheverchampion]" type name, like these:
TSM Only Blitz - Platinum III EUW player, Blitz main!
Others use a similar variant such as Number 1 Ahri NA, Diamond I NA player with all games played as Ahri!
Or even more specific toward your playstyle like player ONLY Annie Supp, a Gold II EUWE player rocking that support Annie through 300+ ranked games! or apkaylemid Diamond V EUW player Kayle main!
Some other variants of creative names are conveyed by players referring to their preferred champion in either funny ways like referencing the champion name in a comical manner, like Not Fizz Diamond IV NA player having played almost every ranked game as Fizz
or Dr Donger Diamond III EUW player maining Heimerdinger or Bronze 5 Irelia Diamond I NA player rocking that Irelia certainly not on Bronze 5 haha 
or the lovely Jinx carries you player, Diamond I EUW Jinx main!
Or referencing the champion name in a way that expresses their own skill with that champion such as Janna Mechanics, Diamond I NA player playing almost purely Janna!
Others went for a simpler reference to their champion preferences such as different spelling combinations of the champion name or the champion name combined with any other words such as Jax Plz Platinum II NA Jax main player, or JayceCake Diamond V NA player rocking that Jayce throughout the ranked ladders! or player Brandi Belle as a reference to Brand, a Gold III LaS player with substantially more Brand games than any other champion!
Special mention to Platinum V EUW player Ashe Avarosan, perfect name relevant to Ashe's story and rocking her wonderfully being Ashe the only champion used through all those ranked games!
Another variant of this would be the champion name ornamented with symbols such as ll Katarina ll Platinum II NA player with almost all ranked games played as Katarina!
Some players reference the champion through a similar naming while referencing more to a trait of that champion such as Jungle Jay OP Platinum IV OCE player who mains jungle Jarvan!
Other players prefer to reference the champion instead of literally naming it, some in funny ways such as LazyBearBanjo Gold IV NA player maining and rocking that hillbilly Gragas skin! or Fat Pikachu (haha! xD) Platinum III NA player whose main you have maybe guessed, Kennen! xD or Spear Penetrator EUW Diamond V player maining Nidalee some do so in different creative ways such as King Cobra Diamond III NA player maining Cassiopeia! Some prefer to reference specific champion skins such as gpFORÇAeSPECIAIS Gold V BR player which is in reference to Special Forces Gangplank skin, having played almost every ranked game as Gangplank!
Some players prefer to express their ultimate Champion love explicitly such as Karthus Forever, Diamond I NA player with 90%+ games played as Karthus!
Some other funny champion references that do not reference the champion specifically but rather some feature of the champion would be names like fear inc, Gold IV NA player maining Fiddlesticks or GG demacia Platinum II NA player maining Garen!
Not all the naming art is relative to referencing specific champions though! Some prefer to express their preference of a certain role instead, such as LegitADC, Diamond I NA player whose main ranked champions are indeed ADCs!
Some others just choose a plain comical name such as Tickle Fart (I love it haha) Diamond I NA player, or Ahri mad yet haha, Challenger I player from NA region.

Without further ado, my leveling system consists of 7 level stages for you to choose from according to which specific level or level stage you want to receive the account at. If the following chart seems any bit confusing, worry not! There's underlying simplicity to it, you either choose a specific level in which you would like to receive the account, which we then see the corresponding stage it belongs to and that would be our price, or if you don't have a specific level in mind, it is then as simple as reviewing each stage listed below and choosing the one that you find best for yourself considering the level acquired would be the top level of that stage (i.e choosing simply 'Stage 4' grants you a lvl 19 account) from the list below, and so you are free to choose as if viewing what is in stock in a shop, pick the option that best represents what you desire. Each level stage is priced and defined as follows:

Stage 2 ---> 1$ ---> Level 6-11
Stage 3 ---> 1.5$ ---> Level 12 (--because

Vel'Koz, Ziggs, Kog'Maw, Amumu*, Tryndamere* (2x), Urgot, Shen*, Teemo*, Akali* and Garen*.
(all these accounts would come with the respective champion unlocked and the ones marked with a * also contain a skin for that champion; in the skin cases the prices are the same level stages except all +1$ for the ones containing a standard skin and +3.9$ the ones containing a legacy skin)
I also have 3x accounts with creative/funny non-championrelated names that contain legacy skins for Cho'Gath, Ezreal and Malzahar respectively. I also have many more accounts with individual legacy skins but not-necessarily-creative names however if you are looking for simple legacy skinned accounts already created like so ask me which champion skin you are seeking and I will see if I have one that contains it
