Question: why on earth would people buy keys at retail prices, and then NOT use them??
And then try to sell them for significantly less than they paid for them.

There is only one reason anyone would do that; money laundering.
Its profitable if the money initially used wasnt yours to begin with.

You appear to be exchanging dirty money for clean money, be it at a lower amount.
Why? Because its impossible to actually keep dirty money. There is always a long and unavoidable evidence trail, and given banks always have to take the fall when fraud occurs- they use all their powers of information to follow the trail.
The result? The point the trail ends there is a fall guy. The one left standing when the music stops. No chair - you lose.

Its the same with people who buy Amazon Gift Certificates for their full value (and sometimes a little more than their full value) on ebay. Shortly after the sale the CC used turns out to be someone elses, and an Unauthorised Transaction is issued. THe CC itself isnt physically stolen, the details are.
