To be honest I have no clue since I don't pvp, just occasionally with friends. You can just buy gear yourself later on if needed since it's cheap and focus on either pvp or pve as end game.

You need your own gear, so you either enchant the blue gear or buy golden gear and enchant to use, there's also bg with equalised gear

I think it works all the time but people only que during events for extra bonus, most do new battleground Shore Hold and 3v3

Pve but can be used in Pvp since it gives more attack and defence than the old Pvp gear.
