I stopped playing this game a while ago (that's why it's lvl40), so now I want to sell this account. Most of the monsters are runed. Runes are average I'd say. I used to get to C1 consistently, and did auto GB10 and DB10. Not sure about NB10 and TOA100, since I never had the patience to complete them. However, I'm sure it's very much possible on this account, since it has a LOT of rare 4*s.
