Anyone know how safe it is to buy keys etc? Considering Carbine is trying to ban people who buy keys?

I read somewhere that normal beta keys are connected to the email they were sent, so if a different account uses that beta key without that email it might get banned, is this true??
Beta accounts seem to work from OO but from some random googling i read "WS bans if the IP changes over 3 times over more than 2 countries. If you buy straight from an original owner or someone that has only logged in once or twice your good to go"
And what about if you already have a non beta ws account? Cant they see you accessing the bought account from a pc that was used to connect to 2 different ncsoft accounts?
Friend keys seem to be the safest since they arent connected to anything and people who would pay a lot of money for those wouldnt do something stupid that could consequently ban the main account that those friend keys belonged to.
