Where can I post a warning about a scammer...

Where can I post a warning about a possible scammer as a warning to sellers and perhaps have the user investigated. I suspect he has bought in games for $ with small payments to earn trust then will not send gift, lie about it being a gift and the fees charged to me are a "fluke" and to discount the fee amount from currency in game. Refunded payment asked for proper payment method in gift only, only argues and does not follow gift payment directions. Based on his response I think he is doing that to at least another seller right now.
