what is a GTA modded account

Hey guys, i tried to google this. but i don't get what a modded GTA account is, and non-modded?

Also, these GTA accounts on the gtao account sales, are they mostly like a standalone account? Or do they come with a steam account?
if they come separate, then i guess you can't play them through steam?

A GTA modded account is an GTA account that has been modified and given tons of cash and items. Basically cheating.

These accounts include the full game. They can either be Steam linked or they can be Social Club accounts with no Steam account. It'll be different depending on the seller.
