What is the dispute about? Droloe, the person I am reporting, did not fully deliver all of the boosting required, and has ceased contact.

The reason I'm reporting this is because I still want to make sure nobody attempts to contact this guy. I don't really expect a response from him. There's not much information to provide, but at 12/6/2021 I contacted Droloe to purchase boosting. Following the next few days, all seemed well, but then communication plummeted. This would be a common occurrence, and the longest he's gone without contacting me consecutively is two weeks. Twice. He's been offline/not communicating for a majority of this. He did however issue a 50% refund for not meeting my criteria (only because his policy states so, though.), but then proceeded to not finish the account and stop communication once more. The last time he logged in on the account was January 28th once, and before that it was the 25th. But either way, he hasn't been communicating, and I am out of patience and done with his lack of communication because even though he said he had account issues, he would never email me, attempt to create a new account, or suggest a different method while he was contacting me. I don't think I ever got an apology. So, what did I purchase? Well, I purchased a boost that would entitle me to 100+ laff, level 6 and 7 gags too. What did I get? 79 laff, and only 2 gag tracks were maxed. The rest were level 5, and one was level 1. I really wanted to believe Droloe was a good seller since I viewed him as someone I wanted to befriend later since we had several interests in common, and part of me still doesn't want to post this, but I need answers. :/ I mean it's been two damn months. I was promised 2~3 weeks.
