Unable to rate threads

It appears when I attempt to rate a thread it does not actually do anything. No errors show up or anything and it even leaves me with a "Your vote on this thread has been added" but no changes were made and I can repeat this indefinitely.

I have just tried voting on a thread and it worked. The average and the vote count changed.
Are you trying to rate a thread that has 0 votes? It probably needs multiple votes for the stars to show up.
