So would it be safest, if you traded a character, then transfered the traded character to another account?

They could always fill out that form and claim they were hacked, but if enough time passes I don't think that is an option.

So... I am not sure. It could be good in the long run, but if it is taken back quickly and reversed, then Blizzard might ban your newly created account.
