If I were to sell an account with the understanding that the buyer would only receive the info after his payment had cleared to my bank account, would I be completely safe from getting scammed? Or would it still be possible for the buyer to reverse the payment? Would you recommend confirming the buyer's address etc. anyways?

just because you withdraw the funds from paypay, doesn't mean they cannot reverse it. You will just get a negative balance in your pay pal, and I suggest paying this, unless you want the collection agency knocking on your door.
