Questions regarding international or domestic purchase of accounts?

I was just wondering if anyone knew if its actually safe to purchase an account from an international seller? Would there be IP conflictions that would result in the banning of the account? Would the sellers only choice be to sell to domestic buyers etc? Would there be ways to get around it, so that it doesn't look suspicious from blizzard's end?
