Question about switching over an email address

When you switch over a email address, does the original owner of the account have to log into the game? The guy keeps telling me to give him the new password so he can switch it over....This legit or a scam?

when you change the email of an account, the only thing necesary is for the old email ( you ) to log onto your email and confirm the cahnge in email.
