What do I need to know about expanded Purchase Protection?

We’re extending our purchase protection to cover intangibles (services, digital goods, travel, event tickets and other intangible items). Beginning with transactions that take place on July 1, 2015 and after, we’ll review buyer disputes regarding intangible items where the customer claims they have not received the item or service, or if the service or goods are not as described.

You should be prepared to provide compelling evidence that you provided the intangible item, and it was as you described it to be, should a buyer dispute a transaction. This compelling evidence could vary depending on the type of goods or services provided. Please refer to the User Agreement Policy Updates for more information.
Purchases by buyers of most items can be covered except real estate, businesses, vehicles, custom-made items, industrial machinery, items equivalent to cash and items prohibited by PayPal’s Acceptable Use Policy or that violate eBay’s prohibited or restricted items policy.
We expect your business will be able to benefit for this change too because of the confidence buyers may have when shopping for intangible items.
As always, PayPal will consider all claims on their merits. If, as a seller, you can provide evidence that you did provide the goods or services as described, we may reject the buyer’s claim.

What do I need to do?

Be prepared to provide PayPal with ‘compelling evidence’ to prove that you provided the intangible item and that it was as you described it to be (just as you do for tangible items).
For example, if you sold a music download, you might consider providing proof that you sent the buyer the link to the download and proof that they buyer accessed the download, giving dates and times (illustrative example only).

Has anyone noticed any difference after this change? Is dispute resolution now a bit more fair for everyone, or is it still based on rng?
 
Ive contacted paypal since this change and they have denied its existance
 
I think paypal still works with its old rule of thumb. They use their policy based on the location of the buyer, not the location of the seller.

So if you deal with a buyer just make sure their region covers digital goods or not. Eh uh.. and one more thing, once i got warned by paypal representative, when we provide "evidence" to counter a claim, never use buyer's personal data which are gathered (digging around) by ourself, so we have to be "sweet" and make the buyer provide those to us in email or other chat (via their paypal email is better).

I won 2 out of 3 claims based on "eligible for seller's protection" thing.

Odd, I have disputed a few times for virtual items and the employees helped me, I told them it was even a virtual item and I always won. Haven't charged back many virtual things though.
 
I think it is like many other businesses it depends on who you get on the other line.
I made the last person contact their supervisor and he denied the seller protection on virtual goods even though i had that above statement.

Do it as unauthorized. I have won disputes doing it as that. Just say your PC was hacked, a RAT was put onto it and you are willing to file a police report if need be, CALL them though. Merchants get really mad when I refuse to send as friends or family so watch out for that.
 
I'll try calling them tomorrow. I started with the email first. it will not report as unauthorized for some reason.
