I want to sell a hearthstone account I have for doto items. Will that potentially get my steam account banned if we discuss it on steam/trade through steam? Also, could the buyer do a chargeback of some kind after the trade is done?

Depending on the payment method of the person purchasing the account, it may be possible to chargeback.

To answer your second question, no steam doesn't care if you talk about trading hearthstone accounts.
