I've dealt with this alot, all you have to do is
Call Blizzard, tell them you believe your account was keylogged, because you can't log onto your account and the password recovery won't work.
Tell them U need your email changed, when they change the email, they will also tell you the account is banned, and they will send you an email to the new email you provided telling you why it was banned.
After you receive that email, all you gotta do is email wow account admin, and tell them your account was hacked, and you just called in and recovered it, and whoever keylogged it got it banned.
I've done this several times, and the account was unbanned every single time I did this, they will send you an email back saying it was unbanned if you are missing any items please contact a GM in game and they will be restored.
I had to provide no ID or anything when I done this, I've even gotten a char xfered back to its original account by doing this after a scammer stole it and xfered it off.
This also works for getting it reversed from a b.net account if someone stole your account.
JUST REMEMBER: Stay calm on the phone and don't get nervous, thats where alot of people screw up, they think Blizzard isn't going to help them or ask them some [censored] up questions so they get nervous and end up screwing it all up.
