Middleman service issue

When i try to create middleman service using webpage ,i am reciving Active Transactions : No result found. Is there any issue or am i doing something wrong?

A middleman transactions is not created until both parties confirm. If you sent an offer to another member, they first have to accept it.

how does the middleman work? like i want to buy an account, and there is an option that i can choose middleman service or not, after i purchase, is there a middleman from your site to confirm the item that described as the seller said?
