After doing so I gave him a positive feedback score. This same person hasn't followed through with what he said he was going to do and the account was recovered

Hello!

Your phrasing is rather vague. Did you mean that because he didn't follow through and give you a feedback for the completed transaction, you recovered the account? Or did you mean that he didn't give you a feedback and also recovered the account?

For feedback, create a thread here : iTrader/Feedback Disputes

If you've been scammed, create a thread here : Active Disputes

For both, simply create a thread under : http://www.epicnpc.com/active-disputes/ and it'll both be taken care of in the dispute thread.

Follow the relevant templates stickied in the respective forums and provide evidence.
