How to safely purchase and make an xbox live account your own?

I'm looking to possibly buy an xbox live account, how would I go about securing it, making sure it's never "recalled" and whatnot?

Hi, after you recieve the sign in email+password you would sign into xbox.com. You would then look to change the security information [Recovery email or phone whichever one is linked] off the account and switch it over to yours. (At this point you will still need help from the original owner as you will need a code to change this) As soon as you are able to delete their security info off the account you will add your own email or phone number to it. Then change the password. Keep in mind though that the original owner will always have the possibility of recovering the account as they will always know more info about the account, doing those steps above will just make it much harder for them to recover it. Also any extra information you can learn about the account is always helpful. (Old passwords, ISP, Location of where the account was created)

Sadly in any case of account trading across any platform the original owner will always have the power to recall an account beings they will always have the original information.
