I just wrote this quick as I had experienced this sort of fraud on a small-scale a long time ago when I used ebay, paypal is like an insurance company when you try to deal with them. They are slow, uncaring and never side with you.

You can't personally put a temporary hold on a paypal payment but Paypal can, not at the behest of the payee but on their own discretion and this can be for one of two reasons.

1. and the most common, irregular activity on the account implying it's never used for large amounts before or perhaps it's been inactive for some time

2. it is indeed a fraudulent account and the payment was done from a location that paypal is not familiar with (different i.ps)

The step to take is call Paypal's fraud department and talk to them, fill the form out completely as well. From there Paypal will require one of a few methods, the most easy/quick/common is to have the payee call in and say "yeah I authorized that please release the temporary hold" and then there's the hard way they often choose which takes a long time. They will bill the payee to make sure it is actually them, an arbitrary and random amount to their CC and the bill will have a 4 digit code associated with the payment, they call in with this code and the hold is released.

I have had contact with the fraud department in the past and I can assure you it's in the best interest of the payee that this measure is in place but sorry the sad news is digital products are [censored] and unless you're a business account owner you're not protected whether or not they're verified.

In lamens terms 99.9% of the time they will settle on the payee's side if NO contact is made, so you will most likely lose no matter how genuine you are.

Verified means jack squat because you can never be sure that the person on the other end is indeed the person on the other end. Most commonly it's some kid who got access to their mom's account or some sort of relative thing. It can also be done through phishing e-mails because there are a lot of dim-witted people out there

Those same dim-witted people will give full access to the account before making sure the funds are good, wait ONE FULL HOUR before handing the account over.

Also NEVER EVER trade on a frigging Friday night.
