How long does it take to recieve a trade gardian request?

I am trying to use the trade gardian as a seller but my buyer says he doesnt get a request in his inbox?
Does someone need to accept it first or does it first need to be accepted by the buyer and then the middleman?

The member you're trying to start a transaction with is not fully registered. Once they verify an email address, you'll be able to start a transaction with them.

We'll update the messages so they're more clear to both buyer and seller.
