got scammed buying steam account

I Bought steam account for 25$. I changed the Email, password, secret question. 3 days after i bought it the password has been changed so is email and secret question....

1. I'm going to file dispute over paypal. How should i label the dispute? as unauthroized transaction?
2. how did he get his account back?

Pretty much the same way you would get back a WoW account just use some story and give them your cd keys. And I'm not sure about your paypal question.
