I wasn't sure where to post this info, so I am posting it here.

According to the ESO forums, there have been phising schemes taking place, and people have had their accounts hacked. Zenimax (or whoever supports the game) in an effort to combat this has suspended a bunch of accounts. Just like when they suspended a bunch of accounts over gold selling and some innocent people had their accounts suspended, the same thing has happened with the current account suspensions - accounts that have not been hacked have been suspended.

When Zenimax suspends an account, they suspend access both to the game client account, and to the support site account. They send an email to the account owner (at the email address associated with the account) suggesting that the owner change the password on the support site account, but when you do that, you can't log in with the new password as the account is still suspended. When you complain to Zenimax that you can't access your account, they will email you back and ask you to provide proof that you are the account owner (they will also advise you to scan your computer for viruses, and change all your passwords, etc).

The proof that they ask you to provide that proves you are the owner is several things, and they may ask you to provide just one of them, or all of them: you need to provide the last 4 digits of the credit card associated with the account (I am not sure if this is a credit card used to buy the game, or used to buy game time for the first or subsequent subscription or both), the Paypal invoice ID used to buy the game or game time (note this is not the Paypal account name or transaction ID), the game key/CD key, and the answer to the security question. They may also ask for the code on any game time card used on the account.

If you are selling your ESO account, you need to provide your buyer with this information or they will not be able to get a suspension lifted from the account. If you are buying an account, and your seller will not or can not provide you with this info, think very carefully about spending your money.

Edit: As a follow up, Zenimax may also ask you to go to some site that shows your IP address and take a screen shot of the information and send it to them. I have no idea what the implications of this are.
