ok if i bought an account and i changed the email can that use take the account back still

And to answer your question, yes. As long as they have the name and the SQ+A the original owner and anyone else with the information can call blizzard up and gain access to the account at any time.

Your best bet would be to xfer it off to a new account which makes it MUCH more difficult for the OO get the account back.
