Cashout requests via Paypal remain free, however we have added a 3% fee for bitcoin cashout requests. This is not something we wanted to do and hopefully in the future we can make it free again.

The reason is due to the fact that most people use Paypal to purchase credits, about 85%. However cashout requests are about 50-50. We simply do not have enough bitcoin to cover the requests.

This requires us to transfer funds from Paypal to our Bitcoin wallet. However there is no direct way to do this and the process takes over a week to complete each time.

Because of this, we are going to charge a 3% fee for bitcoin cashouts so that the fee matches to the fee Paypal charges for transfers.

As the Paypal:Bitcoin ratio evens out, we can again offer free bitcoin cashouts.

I think there are very few ways currently to buy bitcoins with paypal. The one I know is awkward at best, and comes with high fees.
Buying credits (bitcoins) with paypal here at epic only requires a verified pp account, and to pay the 3$ fee to become a epic member, i.e, no ID is required, which makes it straightforward enough,
That should more people become aware of this, you'd be processing a lot more transactions from people whose sole intention is to use it to buy bitcoins with paypal.

The goal of the system is not to transfer Paypal funds into Bitcoins. Currently Paypal and Bitcoin requests are about 50-50, but if we start to see Bitcoin requests increasing, the cashout fee will have to be raised again.

I realize that probably wasn't the idea. Just saying, if people catch whiff of this while there still aren't any "proper" ways to buy btc with pp, then this might very well end up as such.
If my alternatives where something like VirWoX, then I'd rather use this site any day of the week.
