Can't play ranked on it

I bought an account from this guy. It only has 0.7/100 hours on it. I can't play ranked. It didn't come with a phone number. He tried put a phone number on it like 8 times. Didn't work. Told me to put a phone number on it. He tried too many times now I can't put a phone number on for a week. I told me that it only has 0.7/100 hours on it. He starts getting angry at me.

You can play ranked on it since the account has 1001 in-game hours, you just need to add a phone number to unlock ranked games

Its well known bug in dota2 when you're able to play ranked games only if you add a phone number, once you did it - it will be unlocked

Exactly. First of all, you purchased steam account from me, not phone number, you didnt even said that you need a phone number. Second of all - after you said that you cant play ranked i tried to help you adding phone number on your account for free, didn't even ask you for extra money and explained many times, that it is a bug, you can play ranked and account is good, you just need to attach phone number to it so it will be unlocked instantly

He tried put a phone number on it like 8 times.
Actually it was 4 attempts, cause you can try to add only 4 times, then steam will give you some limits (you can try to add it again in 1 day without any problems)

He tried too many times now I can't put a phone number on for a week.
As i said - its not a week, you can do it later today or tomorrow

0.7/100 hours shows you because there's no phone numbers attached. And i was not angry, you kept repeating the same thing over and over again, didnt read my messages and didnt hear me out, so thats why our conversation getting worse soon.

I need to clarify - you bought an account, account 100% working, its not banned, its just bugged like many other accounts (you can google it, you will be surprised)
I tried to add phone number on my own purpose, means i was about to help you it that situation for free
And by the way i even offered you another account with already added phone number as a replacement, but you refused to take it.
