"Never used cheats" is false.
Your legacy 3 (prestige 3) was earned on November 20th, 2016; which is legit for a single L3 character. However there is no way somebody could have earned another L3 character, let alone all of them within the 3 day cutoff date. The account is worth quite a lot, but nearly as much as it would if it was all legitimately gained.
tldr; some of the legacy is legit, but most of it was modded in at a later date. It has the dates, so it's still worth quite a lot if you're a interested buyer!

it seems legit giving the time between legacy 1 2 and 3. they couldve p1 all characters then p2 all of them then p3 all of them it doesn't mean that they actually prestiged 1 character in a row
It's legit for maybe one p3 characters, but imposible to get enough bloodpoints to level up multiple P3 characters in a few days back then.
At best, it would take a (likely chinese) pro player ~70 hours to L3 a single characer. During the double bloodpoint boost thing around mid-November, maybe 45ish hours.
It's imposible to go from your first L3 character on November 20th, to having even 3 or 4 of them, let alone every single one.
I only know of 2 legitimate all legacy earned accounts.
