I already transfered two characters this season and both times Blizzard Mythic+ rating transfered also. Your comments made me contact support on this issue in case they changed something and here is their response:

Might be inconsistent thing or tied to how was transfer done?
Blizzard just told me it does, it did for my two previous characters and there is zero reason for me not to think it will for this one.
Obviously I am not accusing you of lying, as bugs with transfer can happen (saw another guy experiencing same bug as you).
I wish you good luck to get back your IO.

you are wrong.blizz io doesnt transfer even if it's tied to individual character,Not trying to fight with you,just stating facts.i ll literally show an entire support ticket I had to open to blizz,and in the end,they couldnt help anyways.

but blizzard io doesn't transfer to new toon when you acc transfer a toon,Raider.io will but in-game score will be 0
 
Sorry but you are wrong. The Blizzard IO is tied to individual character so it does transfer along with character transfer. Regarding Raider IO, it gets deleted until you merge your account with Raider IO once again.
