it said that it is full welfare, but where is mecha eli mk.II?

They’re the same servant. Same name, same stats, same skills. Just a reskin.

Mecha Eli chan servant ID is 190 while mecha eli mk.II is 191, so technically it is different servant even they are similiar. Even they are listed as different servant in FGO game and wiki: https://fategrandorder.fandom.com/wiki/Event_Reward#Event_Reward_Servants. Also the major difference are sprite, voice and biography.

I already clarified what makes them the same. The few differences they have do not affect gameplay whatsoever, so they might as well be the same. There’s really no point in arguing about this. There are screenshots and there are a bunch of comments acknowledging the fact that there’s no Mecha Eli MK2, so that should clear up any confusion.

Given that functionally they’re the same and they were in the same event, this can be considered Full Welfare. If it didn’t, we’d have to consider missing Bunyan skin not full welfare also.
