if you got scammed, go to website you bought then report that guy and ask for refund. you cant blame anyone here for nothing. if you looking for an account with OGE, you can open your thread, people gonna contact with you (also scammers) and you will see its not about the email. if someone wants to scam you, they can do easily. because you only want an email not service.
