Well this have more recent units 4/5 from last banner
And two dual btf (need both cards to do the combined ninpo) and one other recent unit gekkou v3 (the gray hair one) also comes with 119 gems and two 2d live tickets from raid (giveyou card image move with 2d live animation) in power terms this is better (and for ranking too)

I'm not so sure about it being more powerful, and gems are really easy to get on a new account. I'll offer 5$, 1$ more than the other account.
