Is this account based in the United states? I bought an account before and it was from Russia so I want to make sure this is a us-based account

Hey Nikatnite92!, Unfortunately, the account is currently region locked to Trinidad and Tobago. An English speaking Caribbean country but there is no added payment method, it is my understanding that once there is no payment method added, the region can be changed but only if you reside in the country of your preference.
