You get to pick all the details of the character, such as region, realm, race, class, name, gender and looks, as well as the details on the battle.net account such as the name, country and battle tag, so that you effectively own the account after purchase, with no risk of recovery or ban.
Price (classic era 1-60 or Wotlk 1-80):

You only need to deposit 15% of the amount up front, while the rest is paid when finished.
This is safer than powerleveling since there's practically no chance of ban for account sharing.
At the end, you can expect a 60% mount, 100+ gold, basic green/blue leveling gear and at least one gathering profession maxed.
