Just to let you know for future, PayPal has two sub categories when sending money. It has (Goods And Services) which allows a person to file a dispute for a full refund of a purchase, and you have (Friends And Family) which according to the terms is not refundable under any circumstance. If you wanna look it up you can.
I am very knowledgable in paypal. F&f claims that it is not refundable but there are ways.

not exactly, I reccomend you do some research on f&f and see how easy it is to actually chargeback
