Attempted scam, avoid dealing with this guy. Very suspicious behavior and was trying to rush everything

Asked for payment first with literally no reputation whatsoever. Then changes his mind and says he is willing to go first, most likely a scammer who would provide fake account details or recall the account. Avoid dealing with this person.
