This is not a scam. The account indeed has a level 90 human priest on it. Since I know that this is somewhat of a weird way to sell a level 90. I will sell this account for only 20$. It also has many level 70+ including a mage and a warrior and an 85 rogue alt. (All Horde except the 90 human priest)

You do not need game time to recover a account, you can go to the battle.net website and place a ticket through the support options or just simply call blizzard and go through the account recovery process. I'm not sure how successful you'll be with selling the account unless its in your possession but good luck with selling.
Why don't you just recovery the priest before selling it to avoid the awkwardness of the situation and avoid having to put "This is not a scam." as your first line.
