The only requirements is that the shaman have the following:
- Tier 2 Weapon
- At least 3/5 Wrathful
- Server and Faction Change available
- Special Titles are also hot
The following would be bonuses:
- Exalted Status with Ashen Verdict (for the ring
- Vanity of any type
