look at the rules for Account Locks
Accounts (email, FB, etc) can sometime become locked if unusual activity is detected. This can occur when our MM or buyer accesses the account.
Once locked, only previously used recovery information (phone, email) can be used to unlock the account. It is the responsibility of the seller to unlock the account because only the seller will have the ability. If the seller is unable to, the transaction will be cancelled. If the seller does not have the ability to unlock, the account should not be sold.
