He will only do F and F! Made me waste time after agreeing to deal through goods

He agreed to deal through goods and services then once i paid him, he refunded and told me to pay through f and f. Wasted time and refunds take me 7 days to process through bank.
He basically forces people to pay through goods first then forces them to pay through f and f, very suspicious! Still told him to write that he will only do f and f so he doesn't waste people's time, but he refused and said he will do it tomorrow...and it only takes less than 3 minutes to write "f and f only!" and i believe he would never do it. So this rating goes to those people as warning to not waste time!
