100% SCAM!

I thought it was to good to be true, and sure enough it was. The seller and i came to an agreement and so i sent him over half of the money via paypal in which he would give me the email and password and then i would send him the rest of the money. I held up my end of the deal and he did not, the last message i got from him was that the money i sent was being held for 24 hours, i called paypal to ask about it and they said the money had already been claimed by the seller, and that it was never being held. It was only $40 that i gave him, but still this is 100 percent scam. I have all skype messages saved for anyone who wants to read the conversation we had.
