this seller just scammed me, it says comes with 9 Character Slots but it only has 8, now he is lying and wont give me refund what can I do?

This guy bought an account through a different site, got on the account (that was confirmed by them and password sent to him THROUGH the verified site) changed the password, and is ON the account now. He then proceedes to file for a refund after he has the account, changed the password, and already had an email change submitted for him!

Side note to his 8 slot, it has 9 I have a screenshot of the character screen that he was supplied with BEFORE the transaction.
