Took $20 from me and then claimed that Paypal 'glitched' and he did not receive the money. Paypal does not just glitch. Is refusing to refund my money and is a scammer.
I have proof from Paypal that the transaction has been completed and this thief is just taking advantage and stealing from people.

i tried multiple times to help him with it and get him his money back because The reason it "glitched" was because someone else being the ****** they were decided to try opening the debate (previous buyer) so i had -75 and when i clicked issue refund said i didnt have enough therefor i COULDNT so i told him to contact paypal and try reversing it T_T
