I sent money, did not get beta key

Hello,

This user and I exchanged PMs and agreed to the following:

$100 for a WS Beta Friend Key. I would send $50 first, the seller would send the key and I would verify it, and I would follow up with another $50. I sent the first $50, and never received the key. The guy also filled up is EpicNPC inbox so I couldn't communicate him via this site. We arranged the deal between 8:00-9:30AM EST, Payment was sent at 9:30AM EST, and I have never heard from the guy again.

I sent several emails to his PayPal email but there has been no response. I am currently processing a fraudulent claim through PayPal at the moment.

I have supporting EpicNPC private messages and PayPal receipts to support my claims.
